On 29 July 2013 two employees of the Defendant were observed to be working on the second level roof, of the residential construction site without adequate edge protection.
Scaffold was present on the site but was incomplete and only provided protection for the first level of the construction site. It did not provide edge protection for workers on the second level roof.
