What is changing

WorkSafe is bringing the administration of scaffolder certificates of competence in-house from Scaffolding Access and Rigging NZ (SARNZ), which has carried out this function for many years. The change is intended to make certificate decisions independent, consistent, and clearly separate from SARNZ’s industry advocacy role. Scaffolder certificates of competence will still be administered under the Health and Safety in Employment Regulations 1995.

The new WorkSafe process is expected to go live in December 2026, with the exact date still to be confirmed.

Validity of certificates of competence

SARNZ-issued certificates will remain valid until they expire, so you will not need to replace them before their current expiry date. However, if a certificate does expire, you’ll need to apply for a new one.

How to apply

You will be able to apply online through WorkSafe’s portal using a computer, tablet, or smartphone. Online applications will be the preferred option, but a PDF form will be available if you cannot access the portal.

Applications may also be submitted on someone else’s behalf. However, applicants will need to complete some parts of the application themselves.

Fees, payments, and decisions

A new certificate of competence will cost $92. A renewal or replacement card will cost $57.50. There will be no additional fees. You will be able to pay by internet banking or credit card.

WorkSafe aims to make a decision on a completed application within 20 working days, though decisions will be made sooner where possible.

Certificate cards and verification

WorkSafe-issued cards will be physical cards. They are expected to include the holder’s name, certificate number, authorised scaffolding type, expiry date, and issuing authority.

The four certificate types will remain Elementary, Intermediate, Advanced, and Proprietary System Suspended.

There will no longer be a public-facing register, so verification will need to be done directly with the certificate holder.

If approved, you should expect to receive your card within two weeks of approval. If proof is needed before the physical card arrives, you can use the approval email or letter.
