Access to the register of certificate of competence holders policy and procedures
This policy outlines the guidelines used by the New Zealand Mining Board of Examiners (the Board)Â to assess whether the Board will grant the applicant access to a copy of the register of certificate of competence (CoC) holders (the register) or an extract from the register.
This ensures there are clear and transparent policy and procedures on how to apply to the Board for a copy of the register or an extract from it.
Panel member renewal
Register of Examiner members are appointed by the New Zealand Mining Board of Examiners for a three year term. This policy outlines the steps panel member must take to renew their appointment to the Register.
Reduction in the number of examination panel members
The New Zealand Mining Board of Examiners (the Board) has specified that panels of examiners consist of at least three members, including the chair, appointed from the register of panels’ members. It is the Board’s expectation that a panel will consist of no less than three members unless the circumstances are exceptional.

Lifetime certificate of competence holders' requirements
WorkSafe have published the prescribed competency requirements for holders of a certificate of competence (CoC) with no expiry date (‘a lifetime CoC’). These requirements have been Gazetted(external link).
Under clause 7(5) of Schedule 1 of the Regulations the Health and Safety at Work (Mining Operations and Quarrying Operations) Regulations 2016 (the Regulations), a quarry manager’s lifetime CoC continues in force on that basis, as long as the holder, on and after 1 January 2018, complies with the prescribed competency requirements and continuing education requirements set by WorkSafe.
