The High Hazard Unit regularly receives notifications that don’t describe why they are being submitted, which can lead to delays in assessment. The following format is requested by the High Hazards Unit for all Petroleum Notifications: 

  • Arrange information and diagrams according to the sequence of headings in the relevant Schedule of the regulations.
  • When notifying WorkSafe, put the following information in the email’s subject heading: permit operator, drilling contractor, field name, well site, well name, and activity (eg notifiable incident, material change, duty holder change etc)).
  • Clearly state if the notification or submission is for a current or completed activity.
  • State the notified activity, well site and well name in letter subject headings and attachment titles.
  • Advise WorkSafe before the minimum specified time period, with the option to notify WorkSafe if there are changes.
  • Clearly present all the information WorkSafe requires, including references to supporting evidence (if applicable).
  • Please note: WorkSafe will return notifications or submissions with subject lines or document titles consisting entirely of in-house codes or numbers, with a request to resubmit. 

Following these points will support a timely response to your notification or submission, and will avoid potential delays to your work programmes.

The Health and Safety at Work Act 2015 requires a PCBU to notify WorkSafe New Zealand as soon as possible after becoming aware that a notifiable event arising out of the conduct of the business or undertaking has occurred.

Notifying a  notifiable incident

Permit operators  under the   Health and Safety at Work (Petroleum Exploration and Extraction) Regulations 2016 are required by Regulation 71 to notify WorkSafe of any notifiable incident declared under regulation  70 that arose out of or in connection with, an installation.

How and when to notify us:

A permit operator must notify WorkSafe of any notifiable incident declared under regulation 70 as soon as practicable after the occurrence becomes known to the permit operator. 

  • The notification must include the information specified in Schedule 9 to the extent that it is reasonably available to the permit operator at the time of the notification and is in addition to the notification requirements set out in section 56 of the Health and Safety at Work Act 2015
  • A permit operator or drilling contractor  must provide an initial written report with more details within 7 days of becoming aware of the occurrence, or another date specified by WorkSafe (whichever is latest):

Notifying a well operation

A permit operator of a Well operation under the   Health and Safety at Work  (Petroleum  Exploration and Extraction) Regulations 2016 is required to notify WorkSafe of any intended well-drilling operations (Regulation 66) and any intended certain workover and well intervention operations (Regulation 67). The notice must contain the information in Schedule 8.

PLEASE NOTE

HSWA repeals the Health and Safety in Employment Act 1992, with immediate effect.
